查规定时，先核对四个范围
Check four kinds of scope
搜索到一段允许安葬的文字后，先看它适用于哪种动物、哪种地点、哪一种处理方式和哪一版规则。牲畜规定不一定适用于家养猫狗，人类骨灰规定不一定适用于宠物骨灰，公共区域清运也不等于私人土地安葬许可。
Before relying on a burial rule, check the animal category, location, activity and version. Livestock rules may not apply to household cats or dogs; human-ashes rules may not apply to pet remains; public collection guidance does not grant private-land burial permission.
- 地点：州、县、市、完整地址，以及具体土地管理单位。Place: state, county, city, exact address and land manager.
- 对象：猫狗、其他伴侣动物、牲畜；遗体还是火化后的骨灰。Subject: cats and dogs, other companions or livestock; body or cremated remains.
- 动作：暂存、运输、安葬、火化、撒灰，分别提问。Activity: ask separately about storage, transport, burial, cremation and scattering.
- 限制：产权或租约、分区、环境要求，以及是否需备案或许可。Conditions: ownership or lease, zoning, environmental restrictions and any notification or permit.
以下例子示范如何读来源，不组成全美许可清单。中文解释用于帮助理解；办理时以对应主管部门的适用文本与答复为准。
The examples below demonstrate source reading. They are not a nationwide permissions list. The Chinese explanations are reading aids; use the applicable authority’s text and response for an actual arrangement.
纽约市：清运指南不是安葬许可
New York City: disposal guidance is not burial permission
纽约市 DSNY 的 Dead Animals 页面区分公共和私人场所的死亡动物处理，并列出狂犬病、咬伤等例外。这说明：普通清运信息不能覆盖所有死亡情况。它也没有承诺为家庭单独火化或返还骨灰。
NYC DSNY’s Dead Animals page distinguishes public and private property and includes exceptions involving rabies and bites. Routine disposal guidance therefore does not cover every case. It does not promise private cremation or return of remains.
实际提问可以是：“这是我家中的宠物，我想了解本地址的合规处理路径。如果希望取回骨灰，应由哪类服务机构接收？是否存在需要先报告的情形？”不要把纽约市的操作方式直接复制到纽约州其他城市。
A useful question is: “This is a household pet at my address. What disposal route applies, and who should receive the pet if I want the remains returned? Is any reporting required first?” Do not extend NYC’s procedures to other New York communities.

Washington: read the livestock definition first
WAC 16-25 的标题是死亡牲畜处理，适用条款与定义围绕 livestock 展开。不能只摘录其中的掩埋距离数字，就断言它适用于所有家庭猫狗。对具体宠物，应向本地主管部门确认适用依据。
WAC 16-25 addresses disposal of dead livestock, with applicability and definitions built around that category. Extracting its burial-distance numbers does not establish that they govern every household cat or dog. Ask the local authority which provisions apply to your animal.
建议把查到的链接发给县级卫生或动物管理部门，问：“这份规则是否适用于我的动物种类和地址？如不适用，请给我对应规定。”保存答复中的条款名称，而不只是“应该可以”的口头判断。
Send the link to the relevant county health or animal authority and ask whether it applies to your species and address, and which provision applies if it does not. Retain the cited rule rather than an informal “probably.”

National parks: do not assume human-ashes rules apply
Bryce Canyon 的撒灰页面明确针对人类火化遗骸，并要求特别使用许可。宠物家庭不能把这个页面当作宠物撒灰许可，也不能把一个公园的规定推广到其他公园。
Bryce Canyon’s scattering page explicitly addresses human cremated remains and requires a special use permit. Pet owners cannot treat that page as permission to scatter pet remains or apply one park’s rules to another park.
联系你准备前往的公园，直接说清是宠物骨灰，询问是否允许、是否需要许可、哪些位置可用，以及是否允许放置纪念物。在获得明确答复前，可以先选择拍照、写信或散步等不涉及撒灰的纪念方式。
Contact the specific park, state that these are pet remains, and ask about permission, permits, allowed locations and memorial objects. While awaiting an answer, choose a remembrance such as a photograph, letter or walk that does not involve scattering.

I live in [city, county, state] and am considering [burial of a body / scattering of cremated remains] for a [species] at [exact property or park]. The land is [owned / rented / public]. Which provision applies, and is a permit or another party’s consent required? If another office handles this, please provide its name and official contact. A rule link or written explanation would help.
将回复日期、回复部门、条款、仍待确认的条件记在一起。如果得到相互矛盾的答复，把两份原文交给相关部门进一步澄清。不要用网页评论代替主管部门确认。
Keep the response date, office, provision and unresolved conditions together. If answers conflict, send both texts to the relevant offices for clarification. A webpage comment is not a substitute for an authority’s answer.
